  1. lack of long term institutional capital 
    - crowding out of long terms funds by govt (EPF, Insurance)
  2. Tax regulations that prohibit the creation of tax pass through vehicles (PE funds) 
    - PE funds get 'double taxed'
  3. Lack of larger sized deal flow to attract international PE funds 
     - lack of public private partnerships
     - economy still lacks critical size
